Windows PE is a minimal Windows operating system that provides limited services based on the Vista kernel. It also provides the minimal set of features required to run Vista setup, install Vista from the network and validate hardware.
Some examples of what you can do when booted with Windows PE include: create and format disk partitions including NTFS; access network shares to install Vista; and customize the installation of Vista.
