The exam is aimed primarily at Windows Phone 7 developers, and it's the last one (of three) that must be completed to earn a Microsoft Certified Professional Developer: Windows Phone Developer title (the other two are
70-506 TS: Silverlight 4, Development and
70-516 TS: Accessing Data with .NET Framework 4).
